WP Plug-in: Unique Comment Notify v1.0

Cleaned and packed up a simple plug-in I wrote up. For more information, view the wiki article on it.

I will look into into actually submitting it to some Wordpress repositories sometime this weekend.

I also hope to publish the other 2-3 plug-ins for Wordpress that I coded up soon. However, none of them are polished and I am not sure when I’ll get the time to clean them up.
